The number that matters after the investment summit

E3 Lithium’s announcement this morning is short, and the most interesting thing in it is the buyer’s address rather than the volume.

A non-binding agreement with Epsilon CAM in India, for up to 5,000 tonnes a year of battery-grade lithium carbonate out of the Clearwater project in Alberta.

It lands in the same week Canada is putting more than 160 projects in front of global investors, with a headline ambition of C$1 trillion over five years. E3 is one of them.

There is a lot of attention on how much capital Canada can attract. I’m more interested in what happens after somebody decides they want to invest it.

Ottawa appears to recognize part of the problem. The Major Projects Office and the Building Canada Act are both aimed at moving projects from proposal to construction faster.

But permitting is only one part of what investors are evaluating. Tax competitiveness and certainty matter. So do infrastructure, regulatory predictability, and our ability to attract and keep the engineers and technical people these projects run on.

If we want global investors making long-duration bets here, the question is whether we give them enough reason to keep deploying capital once they arrive, rather than whether we can get them into the room in the first place.

Which is why this announcement interests me more than another discovery headline. The resource is in Alberta and the prospective buyer is in India, with the processing intended to happen here, and if that chain gets built, Canada ends up with a trade relationship rather than a transaction and becomes a little harder to route around.

There is still a long way between an MoU and a producing project.

Harnessing Digital Transformation for Growth

The number I’d want to see is the one nobody reports at the end of a summit week: three years from now, how many of these 160 projects have reached financing or construction.

For those of you closer to mining, processing, permitting and project finance than I am: where does Canada lose the most time between investment interest and an operating asset?
